State Department Introduces Commemorative Passport, Announces Streamlined Application Process

WASHINGTON, D.C. — Secretary of State Marco Rubio introduced a new commemorative passport at a reception in the Benjamin Franklin Room on July 2, 2026. This new design coincides with the 250th anniversary of the United States' founding.

Rubio described the passport as a document of significant value and a source of national pride. He stated its importance for international travel and as a means for citizens to return home. The State Department aims for the new passport to reflect this significance.

The commemorative passport features a redesigned cover. Officials developing the product intend for recipients to cherish and retain it even after its expiration due to its symbolic meaning. The department also plans to issue future passport designs.

Rubio detailed changes to the passport delivery process. Previously, applicants received passports in a plain envelope. Now, all passports, including the commemorative edition, will arrive in a specially designed box. This box will contain a certificate of authenticity alongside the passport.

Further design elements of the commemorative passport include internal pages with flipping animations. Future passport designs intend to incorporate QR codes. Scanning these codes would link to video presentations of moments in American history, with potential content including the Artemis launch.

Looking ahead, the State Department plans to implement technological advancements to simplify the passport application process. Rubio indicated that nearly all application steps will eventually be completed online. This includes taking passport photos using devices with cameras, eliminating the need for external photo services. The department anticipates these changes will reduce waiting times and streamline the application experience.

Rubio stated the online application system will undergo roll-out in the coming months. He confirmed that attendees at the reception were among the first to receive the new commemorative passport. He noted he presented the President with a new passport earlier that morning, who expressed approval.
