Panama City Beach residents and developers seeking to undertake projects within the city have a range of applications and processes to navigate, as outlined by the city's planning and development departments. These applications cover everything from accessory structures and large-scale commercial developments to minor lot adjustments and public art installations.

For those looking to build or modify structures, various permits are available. Accessory structure applications, including those for fences, are accessible. Any commercial, industrial, or multi-family development project requires a Development Order before site work can commence or a building permit can be obtained. Land clearing for undeveloped lots is generally prohibited unless specifically exempted by LDC Section 4.08.01.

Larger projects may fall under the purview of Large Site Development and Traditional Neighborhood Overlay Districts, which are designed to incorporate diverse housing types, mixed land uses, public spaces, and walkable designs. Planned Unit Developments (PUDs) offer more flexibility than conventional zoning by establishing subdivision and zoning controls for an entire project. Subdivision plats, which divide one parcel into three or more, also require specific applications.

Miscellaneous applications address a variety of needs. Property owners can apply for lot splits or combinations to alter parcel boundaries. Applications for sign permits are necessary for new or replacement signs not specifically exempt under Land Development Code Section 5.07.03. Temporary banners require registration, and temporary structures for non-vending uses are also regulated. Tree removal applications, along with associated review times and requirements, are detailed for those needing to remove trees.

Petition and request applications allow property owners to formally petition the city. An Annexation & Zoning Petition can request that real property be annexed into Panama City Beach, with a zoning classification assigned concurrently. Property owners who believe a regulation has been incorrectly applied can submit an Appeal Request. Conditional Use Requests, including those for apartment developments of three or more acres in R-3 and CH zoning districts, allow for non-conforming property uses subject to specific conditions. Rezoning Requests change a lot's zoning classification, and Variance Requests address specific hardships affecting development under Land Development Code provisions.

Special events, including fireworks or bonfires, require specific permits. Additionally, applications for telecommunications towers and antennas, including small wireless poles in the right-of-way, are managed by the city.

Residents interested in specific application forms or further details can typically find them through the city's planning and development services. Pre-application meetings are available but not mandatory for submitting development applications.
