Miami-Dade County launched the Development Inflation Adjustment Fund, in an effort to support affordable housing projects delayed due to supply chain issues, where a small infusion of additional capital can help move projects to completion. Development Inflation Relief Eligibility Applicants that have received affordable housing funding administered by HCD including funds from the Affordable Housing Trust Fund and Project Based Vouchers from Jan. 1, 2020 through July 31, 2022. For projects receiving SURTAX, SHIP or HOME funds, funding must have come through a request for application process Be financially feasible Maximized first-lien debt using current rent limits and market study data Taken appropriate steps to mitigate the impact of cost increases Demonstrate the developer is deferring the developer fee or providing a sponsor loan in aggregate amount equal to at least 25% of the developer pro forma Must apply for permitting no later than 60 days after application submission Submit a completed application that reflects all aspects of the project, including estimated development and operating budgets and pro forma. Incomplete application will not be considered Demonstrate readiness to proceed. Projects must have updated milestones and a closing date on HCD funds no later than May 31, 2023. HCD reserves the right to reject or rescind any awards for projects unable to close within 30 days of the projected closing date Awards are capped at $1 million per project Construction Inflation Relief Eligibility Applicants must have received affordable housing funding administered by HCD including funds from the Affordable Housing Trust Fund, Project Based Vouchers or any funding through a request for application process Must have closed on HCD funding between Dec. 1, 2020 and July 31, 2022 Taken appropriate steps to mitigate the impact of the cost increases Demonstrate and certify the General Contractor is not receiving additional profit, overhead or general requirements, except, in cases if general requirements where the pandemic-related impacts have increased its actual costs. As an example, if the construction schedule has been extended Demonstrate the developer is deferring the developer fee or providing a sponsor loan in aggregate amount equal to at least 25% of the developer fee Credit underwriting report must be updated and include additional funding The award is capped at the lesser of $1 million or 5% of the construction contract Projects must close on new funding by March 31, 2023 Submit a complete application. Incomplete applications will not be considered

Housing Preservation through NOAH Grant Program

The Miami-Dade County Department of Housing and Community Development (HCD) has issued a request for applications for the Housing Preservation through NOAH (Naturally Occurring Affordable Housing) Rehabilitation Grant Program to be funded with $9 million in general funds. NOAH refers to unsubsidized privately owned residential properties that are “affordable” without the benefit of government subsidies. The goal is to preserve affordability by providing Miami-Dade County’s low- and moderate-income households with access to decent housing that is affordable, convenient to jobs, transportation and essential services. The grant application will be competitively scored for award. Scoring criteria will include but is not limited to preferences for low- and moderate-income set-aside units, to mitigate concentrations of poverty, subsidy per unit, and readiness to proceed. Threshold requirements include evidence of site control, which may include options to purchase. HCD is seeking a third party contractor to administer this program. The solicitation is still under review.   Eligibility & Requirements Owners or developers of rental property in need of rehabilitation can apply for grant funds to make improvements. Affordable housing rental unit(s) in Miami-Dade County Renovations or repairs that preserve or improve the basic livability, safety or utility of the roof, windows, doors, HVAC and mechanical systems, energy and water saving improvements of an existing structure Income limits are up to 140% of the Area Median Income for a family of four in Miami-Dade County, while meeting set-aside requirements for lower incomes Rents for NOAH set-aside units must not exceed the annually published Florida Housing Finance Corporation Affordability Period Up to 30 years to be negotiated between HCD and the applicant All terms can be modified at the discretion of HCD based on underwriting assessments and need

During two-hour sessions near gate D37, renowned Miami artist and illustrator Brian Reedy and Haitian-born Miami artist Annick Duvivier demonstrated how they bring their dynamic works to life and then got visitors into the act by teaching them how to create their own works of art so they could take a memento of Miami’s art culture home with them. On July 21, Duvivier provided passengers with magazine clippings of images from across America’s 50 states and guided them to design photo collages that blended their own stories, travels, and chosen imagery into a quick art project. Known for creating vibrant, uplifting art that elevates positive energy, Duvivier invited participants to see how she weaves varied visual elements into her unique style. The following day, Reedy hosted a hands-on block printing session featuring historic images from Miami-Dade County. Reedy is known worldwide for his distinctive ink-block prints on wood, influenced by traditional Ukiyo-e, Japanese, and European Medieval block prints.

MIA celebrates America250 with flag-raising and sculpture dedication ceremony 70 U.S. flags and world-renowned 20-foot monument now on display In celebration of America’s 250th anniversary on July 4, Miami-Dade County Mayor Daniella Levine Cava joined Miami International Airport officials for a special flag‑raising ceremony in MIA’s Central Garden. Instead of the 70 international flags representing each country served by nonstop flights from MIA, military veterans from the airport community and surrounding areas raised 70 U.S. flags in their place. The ceremony concluded with a patriotic flyover by one Miami-Dade Sheriff’s Office helicopter above the event. The 70 U.S. flags will remain on display through the end of July. “I am thrilled Miami International Airport is joining the commemoration of America250 with this powerful display at one of the world’s leading international gateways. More than 150,000 travelers pass through MIA every day, and now many of them will be able to experience this striking tribute to the enduring spirit of the American flag.” Miami-Dade County Mayor Daniella Levine Cava. Immediately after the flag-raising, Miami-Dade Aviation and Seaport Committee Chair Commissioner Danielle Cohen Higgins led a dedication ceremony for the Renaissance of Towers — a 20‑foot‑tall, three‑ton stainless steel sculpture by international artist Helidon Xhixha. Originally completed in 2007, the monument was installed this week at MIA’s Central Boulevard entrance. The $400,000 sculpture, previously showcased in cultural hubs including Venice, Florence, Berlin, Como, and Milan, reflects imagery of the American flag and draws inspiration from New York City’s Twin Towers as a tribute to the victims of the 9/11 attacks. Now positioned along a roadway traveled by more than 47,000 drivers daily, the monument was donated to Miami-Dade County through a partnership between Xhixha, Humberto Ortiz of AUM Construction, and Carlos and Martin Melo of the Melo Group, a Miami-based real estate developer. “MIA has long awaited a memorable aesthetic symbol representative of our great community. On America’s 250th birthday, I am proud to unveil what I have worked to achieve- the installation of an iconic art piece representing the American Flag and the American Dream. Multimedia artist immerses travelers into her Techno-Tropical world Miami native’s optical illusions are now showing at MIA’s moving images wall Miami multimedia artist Monica López De Victoria – renowned for her distinct aesthetic that fuses the pastel hues and geometric motifs of Miami’s Art Deco architecture with the layered vibrancy of digital culture and tropical environments – is taking travelers at Miami International Airport on a deep dive of her work with Techno-Tropical, an exhibition on display until November 1 at MIA’s moving images (MIAmi) video art wall near gate J7. The exhibition includes five of Lopez De Victoria’s video works from 2019 to 2024, flowing seamlessly between choreography, memory, color, and the fluid landscapes of water. “We’re thrilled to feature Monica López De Victoria’s captivating artwork at MIA, offering travelers from around the world another window into the extraordinary talent found in our community. Techno-Tropical also provides passengers with a moment to pause and reflect on the ways water connects and sustains us all.
